WhatsApp API pricing in India (2026): what Meta charges, what your provider adds, and what it really costs
WhatsApp Business API pricing is per delivered message. In India, Meta charges ₹0.8631 for a marketing message and ₹0.115 for a utility or authentication message (plus 18% GST); replies inside the 24-hour customer service window are free until 30 September 2026, and from 1 October 2026 Meta charges service messages at the utility rate once you pass 1,000 delivered a month per business phone number. On top of Meta's rates, your API provider charges a platform fee and often a per-message markup — Zappio is ₹4,000/month on a yearly term, or ₹5,000/month billed quarterly, plus 18% GST, and you pay Meta's rates to Meta directly, with no markup.
Most "WhatsApp API pricing" pages are plan tables. The plan is the smaller half of the bill. What you actually pay each month is Meta's per-message charges + your provider's platform fee + any markup the provider adds to Meta's rate + GST. This page walks through all four, with the numbers as they stand in September 2026, and gives you a calculator for your own volume.
How WhatsApp API pricing works in 2026 — five rules
Meta's rate card: India and the markets Indian businesses sell into
These are Meta's list rates per delivered message, from the card effective 1 July 2026 and the card effective 1 October 2026. India is published in rupees; the other markets below are from Meta's USD card. On 1 October 2026 only the marketing rate moves, and of the markets below only in the United Arab Emirates and Saudi Arabia; India is unchanged, and every market gains a service rate equal to its utility rate. The figures here were read from Meta's rate cards on 21 September 2026.
| Recipient market | Marketing until 30 Sep 2026 | Marketing from 1 Oct 2026 | Utility | Authentication | Service from 1 Oct 2026 |
|---|---|---|---|---|---|
| India (INR, before 18% GST) | ₹0.8631 | ₹0.8631 | ₹0.1150 | ₹0.1150 | ₹0.1150 |
| India — with 18% GST | ₹1.0185 | ₹1.0185 | ₹0.1357 | ₹0.1357 | ₹0.1357 |
| United Arab Emirates (USD card) | $0.0499 | $0.0576 | $0.0157 | $0.0157 | $0.0157 |
| Saudi Arabia (USD card) | $0.0501 | $0.0576 | $0.0107 | $0.0107 | $0.0107 |
| United States (USD card) | $0.0250 | $0.0250 | $0.0034 | $0.0034 | $0.0034 |
| United Kingdom (USD card) | $0.0635 | $0.0635 | $0.0220 | $0.0220 | $0.0220 |
India also has an authentication-international rate of ₹2.4971 for OTPs sent to Indian numbers by businesses registered outside India. Service messages — your own non-template replies inside an open customer service window — are free everywhere until 30 September 2026; from 1 October 2026 Meta charges them at the utility rate once you pass 1,000 delivered a month per business phone number, and charges utility templates sent inside the window. In dirhams, Meta's own AED card reads AED 0.1832 a marketing message until 30 September 2026 and AED 0.2115 from 1 October 2026, with utility and authentication at AED 0.0576 throughout (the dirham is pegged at 3.6725 to the dollar). When a WhatsApp message costs nothing, and what changes on 1 October 2026
- Every incoming message. Customers messaging you is always free.
- Every reply within 24 hours of the customer's last message — typed by a person or sent by a chatbot — until 30 September 2026, utility templates delivered inside that window included. From 1 October 2026 Meta charges service messages at the utility rate once you pass 1,000 delivered a month per business phone number, and charges utility templates sent inside the window. An auto-reply that answers the customer instantly is still the cheapest outbound message you can send.
- 72 hours after a Click-to-WhatsApp ad or Facebook Page click, all message types included.
- Messages that were not delivered — a switched-off phone or a number that has blocked you costs nothing.
What is not free: any template you send when the customer has not written to you in the last 24 hours. A broadcast to 5,000 opted-in contacts is 5,000 marketing messages. A fee reminder to a parent who has not messaged this week is a utility message.
The second line on your bill: provider fees and markups
You reach the API through a provider — Meta calls them Business Solution Providers or Tech Providers. The provider gives you the inbox, templates, chatbots, broadcasts and integrations, and charges for it in one or both of two ways: a platform fee (monthly, per plan, sometimes per seat) and a markup on Meta's per-message rate. The markup is the one people miss, because it hides inside a number that looks like Meta's.
| Provider | Platform fee (entry plan) | Seats | Indian marketing message | Indian utility message | Effective markup |
|---|---|---|---|---|---|
| Zappio (pricing) | ₹5,000/mo billed quarterly · ₹4,000/mo yearly · +GST | 6 seats included · ₹400/mo each after | ₹0.8631 | ₹0.115 | 0%: you pay Meta directly |
| AiSensy (pricing page, 12 Sep 2026) | Basic ₹1,500/mo monthly; chatbot flows ₹2,500/mo extra | 1 owner + 5 agents; ₹750/seat/mo after | ₹1.09 | ₹0.145 | +26% on both |
| Interakt (pricing page, 12 Sep 2026) | Starter $69/quarter (international); INR plans shown to visitors in India | Unlimited agents | ₹0.958 (Growth) · ₹0.949 (Advanced) | ₹0.150 · ₹0.140 | +10–11% marketing · +22–30% utility |
| Wati (pricing page, 17 Sep 2026) | Growth $69/mo monthly · $59/mo yearly; Pro $149 · Business $349 monthly (English page; prices vary by region) | 3 on Growth (no extra seats); 5 on Pro, +$39/user/mo; +$89/user/mo on Business | ₹1.03572 (Growth) · ₹0.99257 (Pro) | ₹0.1495 | +20% (Growth) · +15% (Pro) marketing · +30% utility, from Wati's India rate card dated 1 Jul 2026 (our arithmetic) |
Markup = provider's per-message price ÷ Meta's list rate − 1. Provider names identify their products; figures are as displayed on the linked pages on the date shown and may change. Wati and Interakt bill many customers in USD, which matters if your card is Indian: some banks decline recurring international charges.
Why the markup matters more than the plan price: at 10,000 marketing messages a month, +26% on Meta's rate is ₹2,269 extra every month — more than the difference between most entry plans. At 50,000 it is ₹11,345. Seats work the same way: a 12-person sales team on a $39-per-extra-user plan adds $273 a month before a single message is sent.
Calculator: what your WhatsApp API bill would be
Enter roughly how many template messages you send outside the 24-hour window each month. Replies inside the window are not counted: they are free until 30 September 2026, and from 1 October 2026 Meta charges service messages at the utility rate beyond 1,000 delivered a month per business phone number. Meta's charges use whichever rate card above applies on the day you read this, moving to the 1 October 2026 card on that date; the Zappio line uses our published plans.
Assumptions: Meta list rates for today's date — the card effective 1 July 2026 until 30 September 2026, then the card effective 1 October 2026 — with no volume-tier discount; a message counts once; service messages are not counted; Zappio plan chosen by seats and monthly volume against the plan's conversation allowance (Standard 10,000, Premium 100,000). AED figures are Meta's own AED card, not converted from dollars. All figures before GST or VAT.

Three real-world bills
2,500 appointment reminders (utility) + 500 offers (marketing) a month. Most patients reply, so follow-ups sit inside the 24-hour window.
Meta: ₹287.50 + ₹431.55 = ₹719.05
Zappio Standard yearly–quarterly + Meta, before GST.
8,000 marketing broadcasts + 1,500 order updates (utility).
Meta: ₹6,904.80 + ₹172.50 = ₹7,077.30
The same messages at ₹1.09 / ₹0.145 would cost ₹8,937.50 — ₹1,860 a month more on messages alone.
4,000 fee and class reminders (utility) + 2,000 admissions campaigns (marketing) + 1,000 OTPs (authentication).
Meta: ₹460 + ₹1,726.20 + ₹115 = ₹2,301.20
Zappio Standard + Meta, before GST.

Ask on WhatsAppSeven ways to cut a WhatsApp API bill
- Answer inside the 24-hour window. A chatbot that replies instantly keeps the conversation at the cheapest rate there is — free until 30 September 2026, and a service message at the utility rate after that. The most expensive support setup is the one that replies the next morning with a template.
- Use utility templates for utility messages. Order updates, reminders and receipts belong in the utility category at ₹0.115, not marketing at ₹0.8631. Meta reviews the category when it approves the template — write the template as the plain notification it is.
- Send campaigns to people who will reply. A broadcast that gets a reply opens a 24-hour window, and follow-ups inside it are the cheapest messages you can send. Segment by recent activity instead of blasting the full list.
- Route ad traffic to WhatsApp. Click-to-WhatsApp ads make the first 72 hours free, including the marketing follow-ups.
- Clean the list. Numbers that opted out or never replied still cost a marketing message each time. Take them out of the list before the next campaign.
- Choose a provider with no markup. At 10,000 marketing messages a month, +26% on Meta's rate is ₹2,269 a month, ₹27,000 a year.
- Count your seats before you sign. Per-seat fees are the quiet multiplier; check how many logins the plan includes and what the next one costs.
WhatsApp Business app vs the API: which costs less?
The free WhatsApp Business app costs nothing to send, but it is one phone, one login, broadcasts capped at 256 contacts per list, one away message and no integrations. For a single owner answering chats, it is the right tool.
The API costs per message plus a platform fee, and in return you get a shared inbox for the whole team, a verified name, broadcasts of up to 5,000 opted-in contacts at a time, chatbots, bookings, and connections to your website, Shopify or CRM. The crossover point is usually the day a second person needs to answer the same number, or the first broadcast that will not fit in 256 contacts.

WhatsApp API pricing — questions people ask
Meta charges no licence fee for the API itself. You pay per delivered template message (marketing, utility or authentication) at Meta's published rate for the recipient's country, plus whatever platform fee your provider charges. Incoming messages are free. Replies inside the 24-hour customer service window are free until 30 September 2026; from 1 October 2026 Meta charges service messages at the utility rate once you pass 1,000 delivered a month per business phone number.
₹0.8631 per delivered message on Meta's India rate card effective 1 July 2026, unchanged on 1 October 2026, which is ₹1.0185 with 18% GST. Providers that add a markup charge ₹0.95–₹1.09 for the same message; with Zappio you pay Meta's rate to Meta directly, with no markup.
No. Incoming messages are free. Until 30 September 2026 every reply you send within 24 hours of the customer's last message is free, chatbot replies and utility templates inside that window included. From 1 October 2026 Meta charges service messages — your own non-template replies — at the utility rate once you pass 1,000 delivered a month per business phone number, and charges utility templates sent inside the window. Templates sent outside the window are charged as they always were.
Until 30 June 2025 Meta billed a flat fee per 24-hour conversation, however many messages it contained. Since 1 July 2025 every delivered marketing, utility or authentication template is billed individually. Free-form replies inside the customer service window were free under both models until 30 September 2026; from 1 October 2026 they are service messages, charged at the utility rate beyond the first 1,000 delivered a month per business phone number.
Because some add a markup to Meta's rate. Meta's list rate for an Indian marketing message is ₹0.8631; on 12 September 2026 AiSensy's pricing page showed ₹1.09 (+26%) and Interakt's showed ₹0.949–₹0.958 (+10–11%). With Zappio you pay Meta's rate to Meta directly, unchanged.
Yes. In India, 18% GST applies to both Meta's message charges and your provider's platform fee. Meta's rate card is published before GST.
Lower per-message rates that unlock as your monthly volume of utility and authentication messages grows. Tiers are set per country, reset every month and do not apply to marketing messages.
Yes. When a customer messages you from a Click-to-WhatsApp ad or a Facebook Page call-to-action, every message you send in the following 72 hours is free, including marketing templates.
Typically the platform fee plus a few hundred rupees of messages. A clinic sending 2,500 appointment reminders and 500 offers a month pays Meta about ₹719 before GST; on Zappio Standard that is ₹4,719/month on a yearly term or ₹5,719/month billed quarterly, plus 18% GST.
Yes — Meta's Cloud API can be used directly at Meta's rates, but you then build the inbox, template management, chatbots, broadcasts and integrations yourself. Most small businesses use a provider (a BSP or Tech Provider) and pay a platform fee for that tooling.
