Bulk WhatsApp marketing in Dubai: why a bought database puts your number at risk

Bulk WhatsApp marketing in Dubai is sometimes sold as a database of numbers plus software that sends from outside Meta's WhatsApp Business Platform. Meta's policy lets you contact people only if they have given you their number and opted in to hear from you. A bought list fails both tests, whoever sells it.

A recipient who blocks you can give "Didn't sign up" or "Spam" as the reason, and that feeds your quality rating, which Meta shows as Green, Yellow or Red. Businesses that keep breaking the policy can face restrictions that gradually get longer: a 1 or 3 day block on templates, then a 5, 7 or 30 day block on all messages, then an account lock that only an appeal can lift, and eventually permanent disablement. The official route grows at Meta's pace. A new business portfolio can message 250 unique customers in a rolling 24 hours outside a customer service window. Verifying your business is one way to lift that to 2,000, and Meta then steps it up to 10,000, 100,000 and unlimited while quality stays high and you keep using at least half your limit. Is WhatsApp marketing allowed in the UAE? What the rules say

Nothing we have read bans WhatsApp marketing in the UAE, but Meta's policy sets conditions, and so does UAE law where it applies. This summarises the texts as we read them on 17 September 2026 and is not legal advice.

The telemarketing regulations

Cabinet Resolution No. 56 of 2024, the Telemarketing Regulations, in force since 27 August 2024, applies to UAE-licensed companies, free zones included, that market through telemarketing. It defines telemarketing to include "marketing text messages and marketing messages through social media applications". It does not name WhatsApp, and whether a given WhatsApp campaign is covered is a question for your adviser. Where it applies, it requires, among other things:

  • Consumers who asked. Marketing only to consumers who asked for it through a channel you created (Article 4(4)).
  • The Do Not Call Register. No marketing to numbers listed on it.
  • Set hours. Marketing calls and messages only between 9 a.m. and 6 p.m.
  • Records. A record of marketing contact, kept by the company.
  • Numbers and approval. Local numbers registered under the company's licence, and prior approval from the competent authority.

Penalties are in Cabinet Resolution No. 57 of 2024 and are graduated: a warning, then fines from AED 10,000 upward, then suspension of the activity.

The data protection law

The Personal Data Protection Law, Federal Decree-Law No. 45 of 2021, prohibits processing personal data without consent except in listed cases, and marketing is not one of them. Article 17 gives people the right to object to processing for direct marketing. It does not apply to companies in a free zone with its own personal data protection legislation (Article 2).

Meta's own policy

People must have given you their number and opted in, and you must honour every request to stop, whether it reaches you on WhatsApp or anywhere else.

A checklist for compliant WhatsApp marketing in the UAE

This follows the texts above as we read them; it is not legal advice and does not replace advice on your own business.

  • Collect your own opt-ins, and keep the record. A box on your website or booking form, a reply to a text message, or a signed form at the counter, each naming your business and saying the person is opting in to hear from you. Note when and how each person agreed.
  • Never buy a list. Nobody on it came to you through a channel you created.
  • Keep Do Not Call numbers out. Where the regulations apply, marketing to numbers on the register is barred; ask your adviser how to screen your list against it.
  • Send between 9 a.m. and 6 p.m. Schedule each broadcast for a set time in Zappio rather than pressing send in the evening.
  • Say who you are first. Then say what the message is for.
  • Honour every opt-out. Contacts Meta has marked as opted out of marketing are left out of your next Zappio campaigns by default. A reply asking you to stop is not detected automatically, so remove that person from your next audience yourself.
  • Use a local UAE number registered under your company's licence. The regulations expect one where they apply; ask your adviser whether you also need prior approval from the competent authority.

The dirham figures come straight from Meta's own AED card, not from a conversion; its US dollar card prices the same messages at $0.0499 until 30 September 2026 and $0.0576 from 1 October 2026 for marketing, and $0.0157 for utility on both the 1 July 2026 and 1 October 2026 cards, with the dirham pegged to the dollar at 3.6725. That is about eighteen fils, then about twenty-one fils, for marketing and about six fils for utility. You pay Meta directly on your own payment method at Meta's published rates, and Zappio adds nothing on top.

From 1 October 2026, utility templates sent inside an open 24-hour window are charged too, and Meta says accounts with no payment method by 30 September 2026 will stop delivering service messages once that month's free 1,000 are used. Here is how a clinic in Jumeirah would run it. Patients book, reschedule or cancel in the chat through a chatbot booking step, choosing from the open slots. A check-up recall is selling a visit, so expect it to be approved as marketing, and send it only to patients who ticked the box at registration.

A real-estate brokerage: alerts to buyers who asked

Here is how a brokerage would run it. The enquiry form records the opt-in and the communities a buyer wants, and a new listing goes only to buyers tagged for that community. Replies can be assigned to agents automatically in the shared inbox, and Click-to-WhatsApp enquiries carry the ad's details, so the agent sees which ad brought the buyer in.

A restaurant: reservations and weekday offers

Here is how a restaurant would run it. Guests reserve in the chat against the slots and capacity it sets. Regulars who opted in get a weekday lunch offer mid-morning, well inside 9 a.m. to 6 p.m., with a weekly frequency cap so nobody hears too often, and a host confirms tables from the shared inbox.

When to send in the UAE

The federal government works Monday to Friday, with Friday a half day, and Dubai Government keeps the same week. Private-sector rest days depend on the employment contract or work regulations, and private-sector hours are two hours shorter a day in Ramadan. Press reports put the unified Friday prayer at 12:45 p.m. from January 2026, so if you send on a Friday, a morning slot keeps clear of it.

Is WhatsApp marketing allowed in the UAE?

Nothing in the texts we have read bans it, but it comes with conditions. Meta allows marketing to people who gave you their number and opted in. Cabinet Resolution No. 56 of 2024 covers "marketing messages through social media applications" without naming WhatsApp; where it applies, it limits marketing to consumers who asked, rules out marketing to numbers on the Do Not Call Register and sets hours of 9 a.m. to 6 p.m. This is not legal advice, so check with your adviser.

Can we send WhatsApp marketing messages in Arabic?

Yes. Meta accepts Arabic templates under the codes ar and ar_AE, and English (UAE) ones under en_AE. Meta does not translate, so you supply each language as its own template, and Meta counts each language version as a separate template against its template limit. Standard includes 100 active templates. Chatbots match Arabic keywords and reply in whichever language you write. The Zappio app itself is in English.

Can we use a bought contact list?

No. Meta's policy lets you message only people who gave you their number and opted in, and a bought list is neither. Where the UAE telemarketing regulations apply, they also limit marketing to consumers who asked. We will not run campaigns to one.
