WhatsApp Business banned in the UAE: why numbers get restricted, and how to keep yours
A WhatsApp Business number is rarely restricted for volume alone. It is restricted after enough people block it, report it, or receive a message they never agreed to. This post covers what Meta actually enforces, where the warning signs appear, what an appeal realistically achieves, and how UAE businesses keep sending.
A warning, a restriction and a ban are three different things
Meta enforces in steps. Knowing which step you are on decides what you do next.
- A warning. Your number's quality rating falls to medium or low in WhatsApp Manager. Nothing has stopped yet, and you have a short window to improve it.
- A restriction. Your messaging limit is cut, or you have hit it. You can still reply to customers who wrote to you first. You cannot start new template conversations until the limit resets.
- A ban. The number, or the whole WhatsApp Business Account, is disabled. Messaging stops entirely. Only a successful appeal reverses it.
The free WhatsApp Business app and a number on the official API are enforced by different machinery. Both answer to the same rules: WhatsApp's Terms of Service, the WhatsApp Business Messaging Policy and the WhatsApp Commerce Policy.
There is one practical difference worth knowing before you choose a route. On the free app, the first sign of trouble is usually the ban itself. On the API, quality and limits sit on a dashboard you can read every week.
What actually triggers a restriction
Five causes account for most of what we see in the Gulf.
- Messaging people who never opted in. Meta's Business Messaging Policy requires opt-in before you send a template. A list bought from a broker, scraped from a property portal, or copied from a WhatsApp group is not opt-in.
- A sudden volume spike. A new business portfolio usually starts able to reach 250 unique customers in a rolling 24 hours, shared across every number it holds. Clean sending steps that up to 2,000, then 10,000 and 100,000. Going from forty messages a day to four thousand overnight is the pattern Meta's systems are built to catch.
- Blocks and reports. Quality rating is built from recent feedback by the people you message. Blocks hurt. A report with a reason attached hurts more.
- Unofficial clients and bulk senders. Modified apps and desktop blasting tools automate the consumer app. That breaks WhatsApp's Terms of Service, and Meta bans accounts found using them.
- What you are selling. The Commerce Policy prohibits some categories outright. Check it before you build a campaign around a product.
Here is an illustration, not a customer. A Sharjah car showroom buys 12,000 numbers, loads them into a desktop tool, and sends one offer on a Friday afternoon. A few hundred people block it within the hour. The number that is printed on the showroom hoarding is gone by Sunday.
Where to see your quality rating
On the official API, this is visible rather than guessed. Open WhatsApp Manager, go to your phone numbers, and read three fields.
- Quality rating. High, medium or low, based on a rolling window of recent user feedback.
- Messaging limit. How many unique customers your business portfolio may start conversations with in 24 hours, shared across every number in it.
- Status. Whether the number is connected, and whether its sending has been limited or stopped.
Check it on the first working morning of the week, before you schedule anything. A medium rating after a campaign is a signal to slow down, tighten the audience and let the number recover. Most bans are preventable at exactly this point, and most businesses never look.
What an appeal can and cannot do
If the free WhatsApp Business app is banned, the app itself offers a review request. If a number or account on the API is restricted or disabled, you appeal through Meta's Business Support Home in WhatsApp Manager.
An appeal goes better when you can attach evidence. Keep your opt-in wording, a screenshot of the form or QR poster, and a record of where the numbers came from. Reply to what Meta actually says was violated, not to the general unfairness of it.
Treat a ban as permanent until Meta says otherwise. Some appeals succeed within days. Many are refused, and nobody outside Meta can promise you a reversal.
Do not buy a fresh SIM and start again. A new number in a fresh business portfolio begins at the lowest messaging limit, with no history and no trust. The behaviour that lost you the first number will lose you the second one faster.
The record that decides an appeal
What opt-in counts, and how to collect it, is covered on WhatsApp broadcast. For a number at risk, only one part of it matters: the record.
Store the source and the date against every contact. Where the number came from, when, and what you said you would send. Nothing else turns a complaint into a case you can answer, because an appeal is judged on what you can show, not on what you meant.
Every marketing message must also tell people how to stop, and you have to honour it the first time. Someone who wants out and cannot find the way out uses the block button instead, and blocks are what the quality rating counts.
Templates are the guardrail, not the obstacle
On the official API you cannot send a cold marketing message of free text. You submit a template, Meta reviews it, and it is approved in a category. That review is doing you a favour.
Meta charges by category and by the recipient's country. A marketing message to a UAE number costs about eighteen fils until 30 September 2026 and about twenty-one fils from 1 October 2026, and a utility message about six fils throughout. The full card, and what it means for a month of sending, is on WhatsApp API pricing.
The split is about intent, not wording. An offer dressed up as an appointment reminder gets recategorised or rejected at review, which is far cheaper than being reported by 2,000 people after it lands.
Volume is not the enemy
Unwanted volume is. A Jumeirah clinic messaging 3,000 patients who booked with it sits in a different position from a broker messaging 3,000 strangers, on the same day at the same rate.
Three habits protect the number itself.
- Ramp up. Add volume over weeks rather than in one campaign. A number that has never sent 5,000 messages and suddenly sends 5,000 looks like exactly what Meta screens for.
- Prune. Stop sending to contacts who have not opened or replied across several campaigns. They are the ones most likely to block you, and they are the reason a rating slides.
- Reply. A customer's reply opens a 24-hour window you can answer in, free until 30 September 2026 and, from 1 October 2026, free for the first 1,000 service messages delivered per business phone number each month. Conversations lower complaints, which is the number the rating is actually made of. That is what a shared team inbox is for.
How campaigns, segments, scheduling and delivery reports work is on WhatsApp broadcast.
Why the official API is the safer route
The API does not make a number immune. It makes enforcement visible and gradual instead of sudden.
You send from a verified business name. Templates are reviewed before a single message goes out. Limits rise as you earn them. Quality is on a dashboard, so a problem shows up as a yellow rating rather than a dead number. And nothing you do is against the Terms of Service, which is more than any desktop blasting tool can say.
Zappio is a WhatsApp Business Platform provider built on Meta's official Cloud API. Standard in the UAE is AED 231/month on a yearly term, or AED 289/month billed quarterly. Meta's per-message charges are paid by you to Meta directly, and Zappio adds no markup. Plans and what each includes are on pricing. AED invoices are raised from India as a zero-rated export, so no Indian GST is added, and taxes in your own country are not included.
